PAIA AND POPI MANUAL
The Promotion of Access to Information Act of 2000 (known as PAIA) gives you the right to approach private bodies and the government to request information held by them that is required in the exercise and/or protection of any rights. On request, the private body or government is obliged to release such information unless the Act expressly states that the records containing such information may or must not be released.
We support your right of access to information. This document outlines the types of records and the personal information we hold, helps you exercise your right of access to information, and explains how you may access our records.

The following records are automatically available to employees and need not be requested in accordance with the procedure outlined in this manual:
1 - personnel records are available to the employee whose file it is;
2 - records of disciplinary hearings and related matters are available to the employee concerned; and
3 - our policies and procedures manual.
The following records are automatically available to the public and all employees and need not be requested in accordance with the procedure outlined in this manual:
1 - records lodged in terms of government requirements with various statutory bodies, including the Registrar of Companies;
2 - banking details (request by email);
3 - brochures, newsletters, and marketing materials (available on our website or request by email); and
4 - information on our website (available at www.printstint.co.za).
The following categories of records are not automatically available without a request and must be requested in accordance with the procedure outlined in this manual:
1 - establishment records and regulatory documents;
2 - business and insurance records;
3 - financial, tax, and statutory records;
4 - personnel records;
5 - agreements and contracts;
6 - customer and supplier information; and
7 - records concerning compliance with our legal obligations.
To request access to a record, please complete the prescribed Form 2 and submit it, together with the relevant request fee, to our information officer's email address or our physical address using the details provided.
So that our information officer can effectively process your request, please ensure the form:
1 - provides enough information to identify you, the records you have requested, and the form of access you require;
2 - has your email address, postal address or fax number;
3 - describes the right you seek to exercise or protect;
4 - explains why you need the requested record to exercise or protect that right;
5 - states any other way you would like to be informed of our decision other than in writing; and
6 - provides proof of your capacity to make the request if you are making it on behalf of someone else (we will decide whether this proof is satisfactory).
If you do not use the standard form, we may:
1 - reject the request due to lack of procedural compliance;
2 - refuse the request if you do not provide sufficient information; or
3 - delay it.
We will notify you in writing whether your request has been approved or denied within 30 calendar days after receiving your request.
If we approve your request, we will advise you of the prescribed access fee to be paid and decide how to provide access to the records, unless you have asked for access in a specific form.
If we deny your request, we will advise you in writing and provide a reason for the refusal. If you do not receive a response from us within 30 days after the request was sent, it is deemed that the information officer has refused the request.
Request fees: The law prescribes that you must pay us a fee when you submit your request which must be paid before we give you access. Once we have received your request, our information officer will send you a notice outlining the application procedure.
Access fees: If we grant your request, you will have to pay us an access fee, as prescribed by law, that includes a fee for the time it takes us to handle your request, or if the time has exceeded the prescribed hours to search and prepare the record for disclosure. Our information officer will notify you if you need to pay a deposit for the access fee. The deposit may be up to one third of the prescribed access fee. The access fee will provide for:
1 - the costs of making the record or transcribing the record;
2 - a postal fee, if applicable; and
3 - the reasonable time we need to search for the record and prepare the record for you.
If you paid the deposit and we refuse your request, we will refund you the deposit amount. Until you have paid the fees we may withhold the record you requested.
Fees
1 - Request fee (payable by every requester) - R140.00
2 - Photocopy or printed black & white copy for every A4 page - R2.00 per page or part of the page
3 - Printed copy of A4-size page - R2.00 per page or part of the page
4 - For a copy in a computer-readable form on a flash drive (provided by the requester) - R40.00
5 - For a copy in a computer-readable form on a compact disc (CD) if the requester provides the CD to us - R40.00
6 - For a copy in a computer-readable form on a compact disc (CD) if we provide the CD to the requester - R60.00
7 - For a transcription of visual images, per A4-size page or part of the page: This service will be outsourced and the fee will depend on the quotation from the service provider
8 - For a copy of visual images: This service will be outsourced and the fee will depend on the quotation from the service provider
9 - For a transcription of an audio record, per A4-size page or part of the page - R24.00
10 - For a copy of an audio record on a flash drive (that is provided by the requester) - R40.00
11 - For a copy of an audio record on compact disc (CD) if the requester provides the CD to us - R40.00
12 - For a copy of an audio record on compact disc (CD) if we provide the CD to the requester - R40.00
13 - For each hour or part of an hour (excluding the first hour) reasonably required to search for and prepare the record for disclosure - R145.00. The search and preparation fee cannot exceed R435.00
14 - Deposit (if the search exceeds 6 hours): One-third of the amount per request, calculated in terms of items 2, 10, 11 and 12 above
15 - Postage, email or any other electronic transfer: Actual expense, if any
In certain instances we may have to refuse you access to certain records to protect:
1 - the privacy and/or confidential information of a third-party;
2 - the safety of individuals and property;
3 - commercial information belonging to us and/or a third party;
4 - professional privilege;
5 - research information belonging to us and/or a third party; or
6 - privileged information for the purposes of legal proceedings.
If, after all reasonable steps to locate a record have been taken, we cannot find the record you requested or it does not exist, we will notify you by way of affidavit that it is not possible to provide access to the requested record. Should the record be found at a later stage, we will provide you with access to the record unless access to the record is refused.
If we deny your request for access, you may apply to a court with the appropriate jurisdiction or complain to the Information Regulator for the necessary relief within 180 days of us notifying you of our decision.
We collect and process personal information for various purposes. For more information on the types of information we collect and how we protect your personal information, please refer to our Privacy Policy or contact our information officer who will gladly send you a copy.
This manual is available in English in electronic format on our website and in physical format at our offices.
